It's simple! Just hold your coupons for a month before using them. That's right, put them in a stack and come back in 4 weeks. Promotions are generally structured so that a product will have a printed coupon and then go on sale in a few weeks. The purpose of the sale following the coupons is twofold: (i) on the books sales will increase and level out instead of showing a steep spike followed by a sharp decline; (ii) physiologically, coupon users are more likely to re-buy the same product when they come back into the store and notice it on sale.
